Valve unexpectedly reminded the teams participating in The International 2024 about their responsibilities and the severe penalties for match-fixing and exploiting bugs during the Dota 2 World Championship.
This was mentioned in a letter addressed to all teams, a photo of which was published on Reddit.
'Integrity and sportsmanship are of utmost importance. Do not place bets on The International matches, whether they are your games or not. Do not collude with other players or organizations. Always play to win, whether it is the first game of the group stage or the final match of the grand finals. If you are unsure whether an in-game mechanism is an exploit or bug, consult us before using it in a match, and we will clarify whether it is acceptable behavior. We will not share strategies with other teams. If it is an exploit, we will notify all teams that it is prohibited'
It is worth noting that this year's welcome letter from the organizers is quite reserved and full of warnings. It is possible that Valve is trying to cover all bases and avoid unpleasant situations during TI13.

Let us remind you that Valve decided to change the rules for The International 2024 by implementing a new ban for this year's tournament.
