Update for Diretide event

Valve released an update for Diretide 2020 in Dota 2, which changed the system for identifying afk players.

List of changes:

• Update added a new afk detection to prevent rewards being given to afk players in Diretide. It is now changed from minimum last hits and denies to minimum last hits, denies, kills, and assists.
• Updated localization files for English.

Valve previously released an update for Diretide, which balanced consumable items, summoned creatures and Clinkz abilities and made the Double Rate Token as the personal item, after which it cannot be sold on the Steam marketplace.
