The chief gaming director of Talon Esports, Kim «hooondo» Do-hoon, spoke negatively about the existing standin system and the regulation of player substitutions at Dota 2 tournaments.

Stand-ins should be much more regulated in DOTA2. I believe most cases are treated the right way. But I have never seen teams get upgraded multiple times with emergency stand-ins in other esports. I fear this stand-in situation is going to be abused a lot in the future. TOs should either host events in countries where its easy for everyone to enter or they should try their best to aid the players to get their visas. But for DOTA fans, this TI will be exciting with all these allstar stand ins.
Most likely, hooondo spoke this way in connection with rumors that Ivan “Mind_Control” Ivanov and Clement “Puppey” Ivanov will play at The International 2023 as a stand-ins due to the fact that some players from the participating teams were unable to obtain a US visa on time.
