Team Spirit noticed an important detail in patch 7.38c that Valve didn’t mention

Team Spirit analyst Mark “sikle” Lerman highlighted a problem with patch 7.38c where, due to Valve’s restrictions,
Omniknight has never really received the buff for his ultimate.
He stated the following on his Telegram channel:
“They missed it again. They thought Omniknight needed a revival, so they buffed his ultimate with Aghanim’s Scepter. Buffed it so much that… nothing changed at all.
Currently, the mechanics of increasing heal/regeneration work in such a way that you cannot raise these values above 100% or lower them below -100%. This was introduced back in patch 7.27 to prevent weird situations—like extreme health regen reduction making an enemy’s own regen start damaging them. Since then, all sources of lifesteal/regen/heal scale diminishingly instead of stacking directly, and the total cannot go beyond ±100%.
This is the root of the problem: Omniknight’s Aghanim’s Scepter only increases healing by +100% instead of the intended +150%. You can check this in the combat log—in-game, the overhead heal numbers will show a doubled value, but the actual effect is only +100%. Buying Holy Locket or any other healing amplification items won’t work due to this limit”
He pointed out that
Omniknight will not receive more than a 100 percent benefit with his ultimate because of limitations stemming from a previous major patch. Therefore, even though the on screen figures might differ, the outcome will not go above 100 percent. The conclusion is most of the value with buying healing amplification items on the hero becomes useless.
Also noted was the previously declared worst hero in patch 7.38c was the one who wins fewer than 50 percent of the games.
