This situation arises due to MMR cheating, where players attempt to avoid losing rating in case of defeat by spamming a specific combination of glyphs in the chat.

After 2-3 minutes of continuous message spam, the match results are not recorded, preventing players from the losing team from losing their rating.

It's worth noting that the vulnerability allowing players from the losing team to avoid MMR loss was discovered in Dota 2 patch 7.35.
