Yaroslav NS Kuznetsov - an analyst from the RuHub studio commented on the changes in patch 7.26c in his Telegram channel.

NS said about Juggernaut's strong buff and changes in the mechanics of his ult:
Of course, the jagger buff attracts attention. Ult now should not be interrupted by manta and other short-term invulnerabilities, as well as by all sorts of ridiculous losses of the hero from vision, and that’s all. It seems nonsense, in fact not. It turns out that the dominator did not work in the ult, it is also important. In general, the jagger was already normal hero, now generally kaif.
Yaroslav also analyzed how changes in Oracle`s talent can affect the late game:
Oracle has an incredibly strong talent on the 20th, you don’t have to look at the 20th of Oracle, of course, he doesn’t live there in most games, but if he survives and still has some kind of forest item on the CDR, then it can be tough. The only thing I did not understand, I created in the Oracle lobby, pumped talent for -20 sec cooldown, but for some reason it does not work. Probably a bug.
And finally, Kuznetsov highlighted, that Valve strives to balance heroes winrate at +-50% with this patch:
Small fixes of Mars, Ursa, Lycan and other popular heroes - it`s normal, too popular, large winrate, get a fix. Valves always strive to ensure that all heroes have a +-50% winrate, they never succeed (and fail, litter for a spoiler), but for trying get like, so to say
