How to ban heroes in Dota 2 patch 7.35d: the new picking system

Valve has completely redesigned the hero pick and ban system in Dota 2 Patch 7.35d. Now, after the match is found, players no longer have the ability to ban heroes during the drafting stage. Instead, users have the option to ban heroes even before searching for a game.
How to ban a hero in Dota 2:
In Patch 7.35d each player now has the ability to select up to four heroes which they do not want to see in their next match. This system has been made extremely simple by Valve who have allowed users to do this directly from the main menu of the game itself.

Where to find hero bans in Dota 2:
Launch the game through Steam and enter Dota 2.
In the main menu, a new panel with icons of four heroes will appear in the top right corner of the screen. Click on this panel.
The game will prompt you to choose or change the list of heroes you do not want to encounter in the next match.
After selecting the four heroes, confirm your ban. It's worth noting that you can change the list an unlimited number of times, even after each match.
It should be noted that while Valve allows banning up to four heroes they do not guarantee all of them will be banned however at least one of them will be banned in next game.
Why doesn't hero ban work in Dota 2?
In Patch 7.35d, The drafting phase no longer allows users to ban heroes; Instead valve went with a preference-based hero banning system over direct ban so if someone has got a list of four heroes they don’t want to encounter next match does not mean those heroes won't appear because only one hero from user's list is guaranteed removed from each game depending upon majority players preferences per match but why such an extreme change?
