Valve unexpectedly released patch 7.41b for Dota 2: full list of changes

Valve surprised fans with the sudden release of patch 7.41b for Dota 2, which not only significantly changed the meta, but also adjusted hero stats, items, and introduced other balance changes affecting matches.
This was reported on the official Dota 2 website.
General Changes
Tormentor
Reflect Damage per minute decreased from 2% → 1.5%
Neutral Creep Changes
Ancient Frostbitten Golem
Time Warp Aura: cooldown reduction reduced from 10/11/12/14% → 8/9/10/11%
Item Changes
Black King Bar
Avatar: duration bonuses no longer affect the spell duration
Consecrated Wraps
All attributes bonus reduced from 6 → 5
Hallowed:
Stack mechanic now displayed as charges instead of buff stacks
Creating a barrier still consumes all charges
Charge recovery is no longer affected by cooldown reduction or manipulation effects
Now starts with 3 charges when purchased or crafted
Requirement to gain max stacks for movement speed buff removed
Initial 3 charges do not grant movement speed bonus
Charge gain time increased from 3s → 4s
Gleipnir
Eternal Chains radius increased from 275 → 325
With AoE bonuses: 350 → 400
Heaven’s Halberd
Health regeneration increased from 6 → 6.5
Helm of the Overlord
Dominate cooldown reduced from 45s → 40s
Minimum HP of dominated unit increased from 1800 → 1900
Holy Locket
Energy Charge (healing amplification received): 10% → 15%
Holy Blessing (outgoing heal amplification): 15% → 10%

Health regeneration reduced from 6 → 5.5
