Along with the announcement of DPC Regional Finals and TI11 format changes, Valve said when patch 7.31 will be released
Valve:
We expect the rest of the year to go as planned, and will be announcing information on the second and third Major in a few weeks. Additionally, Patch 7.31 will be released soon after the Regional Finals end.
Considering the fact that the last Regional Finals will take place on February 18-20, Valve will release a patch the next day, on Monday February 21, late in the evening.
