Valve released a 450 MB update for CS2, where they not only made changes to Cache, but also limited the recoil effect to 90 degrees

Fixed an issue where an equipped grenade could pop out during counter-strafing
Recoil effect is now limited to 90 degrees
Added a secondary hit trace for partially occluded weapon objects in third person
Adjusted surface smoothing at transitions between sloped areas and stepped height changes
Fixed “FATAL ERROR: Failed to on-demand compile shader” that occurred on some older GPUs
Updated localization files
Previously, when spraying for a long time, the spread and recoil could spin your crosshair almost in any direction, even close to a full turn
Now the recoil is capped at 90 degrees, which means:
the crosshair cannot move more than a quarter of a circle
even with strong recoil the weapon won’t pull you beyond this limit
spray control becomes more predictable
Simply put: you still get shaken by shooting, but not into complete chaos anymore — there is a clear limit your crosshair won’t go past. This can also make the gameplay noticeably easier for beginners
