Phantom Lancer a very weak hero in patch 7.39, and

However, Alan “Satanic” Galliamov believes that 
Templar Assassin is still the best hero for first position, despite the weakening in the new patch.
" Templar Assassin is still the hero for the first pick. Yes, she has been weakened, in particular her talent at level 15 and Meld. But it's not a big deal because now you can use the Refractor aspect and stand the line well. The problem is only with the talent at level 15, but it is not so critical, because the hero can be taken to different positions."
