Yaroslav “NS” Kuznetsov finds it strange that the developers removed the second charge of Blink Strike from the
Riki hero in patch 7.40 for Dota 2.

Riki."
According to Yaroslav “NS” Kuznetsov, the hero
Riki has abilities that are best suited for playing support roles in the case of an active approach to gameplay. However, with this weakening, the developers made the hero unsuitable for such an approach to gameplay, since the character's strength lay precisely in two charges of Blink Strike with strong damage.
"That is,
Riki, with his set of skills, directly hints that he is more of a support. He's so active: running around, killing runes and couriers, ganking. They simply killed him as a hero of this type because his entire strength as such a hero lay in the fact that his “blink” was a very powerful skill. Two ‘blinks’ with good bonus damage. Kind of cool."
