Noxville: «The report system in Dota 2 is absolutely awful»

Analyst Ben «Noxville» Steenhuisen criticized the Dota 2 report system on his Twitter:
The report system in Dota 2 is absolutely awful - so bad that intentional game ruiners:
1) don't care about being reported even by separate individuals in many games.
2) know that even if they get banned (like 0.00001% of the time), they will just make a new account.
In addition, Noxville adds that Valve has no incentive to change the system, because people are addicted to the game anyway, and negative emotions do not prevent them from playing:
Part of me knows that this is a difficult problem to solve (to prevent abuse), but at the same time Valve know the game is addictive and even loads of bad experiences won't dissuade people from playing it - so there's no incentive for them actually solve the underlying problem.
And finally, Ben clarifies that the problem is not easy to solve, but Valve has only one solution:
This kind of problem (difficult to solve completely) is similar with a load of other related issues (like, blatant racism in text/voice) - and instead of there being any sort of methods/tools to kick bad actors out, instead they're told «It's just the internet, mute the people».
