It turned out that the free skins in Dota 2 were not made by Valve, and one of the sets is 9 years old

The main prizes for the “Quartaro Curios” event — three free skins for
Legion Commander,
Vengeful Spirit and
Witch Doctor — were not created by Valve, but by the Dota 2 community, and the sets themselves are between 2 and 9 years old.
This is evidenced by data from the Steam Workshop.
The newest set is for
Legion Commander, created in November 2023. The skin for
Witch Doctor is even older — it was made in May 2019. The oldest set was for
Vengeful Spirit, which is 9 years old and was created back in 2016.

It is noted that the sets were created by members of the Dota 2 community, while Valve wrote the lore and texts for the event.
Some began to joke that skins created in 2025 will only be available to players sometime in 2030. Others noted that since skins did not exist in the game before, they are considered new, and most importantly, the developers continue to develop Dota 2.
As a reminder, Valve previously gave players the opportunity to get free arcana in Dota 2.
