Valve introduced the ability for players to decline a matched game in patch 7.35d by adding an experimental feature in Dota Labs.
The corresponding announcement was published on the official Dota 2 website.
It's worth noting that not everyone can use this feature; it's exclusive to Dota Plus subscribers. Before the start of a match, users will see a window with information about other players, including their conduct, skill ratings of opponents and teammates. This feature can be activated in Dota Labs, which is located in the new game settings tab.

However, to try out the game decline feature based on preliminary analysis, you'll need to purchase a Dota Plus subscription, which costs $3.99 per month. Additionally, Valve emphasized that this feature may be modified or removed from the game in the future based on feedback from the Dota 2 community.
Recall that developers recently released a new lettered patch 7.35d, for Dota 2, which not only changed gameplay aspects but also introduced new features for players.
