Dota 2 localization update

On January 26, Valve released an update for the Dota 2 client, in which they made changes to game localization and yet-to-be-released Overwatch system.
List of changes:
Overwatch
- Changes made in preparation for the system release.
Localization
- Updated localization for 27 languages;
- Changed the designations of regions in the DPC interface, instead of two- and three-letter abbreviations, longer versions are now used;
- Fixed inscription "Final" on "Match is over".
