Daxak names those responsible for Dota 2 matchmaking problems

Nikita “Daxak” Kuzmin believes that the quality of games in matchmaking is dropping not only because of the accounts boosters, but also players on smurf accounts that perform challenges like “from zero to Titan”.
The player made a statement to this effect on YouTube.
“The ecology of Dota, roughly speaking, all these smurfers, boosters, all these 'Zero to Titan' Challenges are worsening.”
Nikita “Daxak” Kuzmin believes that developers should have banned such players, but since Valve can't fully combat the problem of cheating and MMR overflow, less visible offenders continue to play with impunity.
“It's probably necessary to ban them. But if they can't even ban overleavers, cheaters and so on, what kind of bans are we talking about for smurfers, boosters and so on?”
Streamers on Dota 2 quite often organize Challenges, which involves playing from a smurf account on a lower rating. Recently, Rostislav “Rostislav999” Protasenya got banned on Twitch while doing such a challenge.
