Valve fixed sets for Nemestice 2021 in Dota 2

On July 23, Valve released an update for Dota 2 that fixed several sets for Nemestice 2021.
List of changes:
- Fixed weapons from the Footfalls of the Sporefathers set for the Witch Doctor.
- Fixed weapon effects from the Caerulean Star set for Enchantress.
- Fixed the Nether Swap cast counter on enemies in the Vision of the Seraph Scion set for Vengeful Spirit.
- Updated localization files for English
