Valve fixed a bug with Meepo in Dota 2

On July 6, Valve released an update for Dota 2, in which it fixed a critical bug with Meepo, due to which the hero was temporarily disabled in matchmaking, and also fixed a number of bugs in the Ability Draft.
List of changes:
- Fixed a bug with the Tree Dance / Primal Spring cell when manually stopping the use of an ability.
- Fixed a bug with Meepo that allowed clones to get multiple copies of Power Treads at once.
- Updated localization files.
