No[o]ne named the strongest neutral items in patch 7.38b

PARIVISION mid laner, Vladimir "No[o]ne" Minenko, recently discussed his favorite neutral items and these include, Mana Draught, Gale Guard, and Serrated Shiv. This was after the release of patch 7.38b.

As per the esports professional he posted them on the parti-vision Telegram group.

In his own words, the best item for mana protalization is the Mana Draught, Gale Guard proves to add sustanibility with a good barrier, while the Serrated Shiv is perfect to pierce evasion and deal good damage.
