Dmitry “Korb3n” Belov stated that the return of the old developer team to Dota 2 is almost impossible, because most of them weren’t even Valve employees.
The Team Spirit manager talked about this during a stream on Twitch

In Dota, a lot of developers are working on outsource. All the sets that were in the Battle Pass were made by outsourcers. These are people who never worked at Valve, so it’s not very clear what exactly is the ‘old dev team’. The same outsourcers are returning? Probably, this will be clear by the activity. There’s many rumors”
Korb3n noted that he doesn’t understand the insiders about the return of the old Dota 2 developer team, because such a concept shouldn’t even exists. He explained that the people who created the Battle Pass skins and are considered some of the best by the community weren’t Valve employees but outside contractors.
Still, the manager suggested that maybe Valve will simply reach out to the same people again, which is what some might mean by the return of the old Dota 2 developer team. He also mentioned that if this happens, players will see it in the game, but for now there’s a lot of rumors in the information space.
