Dataminers found mentions of a new mechanic called “Runic Effects” in Dota 2 files, as well as a possible return of Aghanim’s Tome in an updated form.
This was reported by Stepan's Dota Telegram channel.
According to the found strings, Valve is considering adding an item called Aghanim’s Tome, which will enhance one of the hero abilities. It is expected that player will be able to choose a specific skill to upgrade, adding more customization and variety to gameplay.

The code includes things like item_aghanims_tome and modifier_item_aghanims_tome, as well as variables that point to applying upgrades to abilities. There is also a restriction system — some abilities may not be allowed to upgrade, which is confirmed by “Forbidden” tags and links to certain conditions or hero aspects.
There is also a tracking system mentioned — the game checks if the ability was already upgraded with the tome, and verifies extra requirements before applying the effect.
For now, it is unknown if the mechanic will appear in final version of the game, but it could become part of future updates or events. If added, Aghanim’s Tome may become a new way to power up heroes and could strongly affect the meta.
