Dota 2 update. Changed Shadow Fiend, Sven and Magnus

On August 26, Valve released an update for Dota 2 that changed some of the hero's abilities.
In addition, a Reddit user noticed that a change to Sven's talent tree once again broke the beginner's tutorial.
List of changes:
- Sven: Level 10 (Left) Talent changed from +20 Attack Speed to +15 Attack Speed.
- Presence of the Dark Lord: Changed reduction from -2/-4/-6/-8 to -4/-5/-6/-7.
- Empower: Changed ability mana cost from 35/45/55/65 to 45/60/75/90.
