In Dota 2, with the landing of patch 7.38b, the game’s dynamic changes with map changes and hero rebalance has
Bloodseeker regarded as the strongest of all heroes at the moment. His win rate seems to spike compared to other heroes.

Bloodseeker winrate was able to jump over 3%, creating the highest change in matchmaking.
Phantom Lancer, after receiving several buffs in the recent update, has also reentered the meta.

Now, at the upper echelons of the game,
Ringmaster has surfaced as one of the most dominant hero even though he doesn’t get any direct change through the patch.
Morphling, with other changes to the items and metas on other heroes has seen a jump in winrate too which makes him highly picked for the carry role.
Night Stalker, who was buffed recently in the past update, keeps gaining popularity in the patch 7.38b too.
