Valve has finally released the major 7.37c patch for Dota 2, which has radically transformed the game. The developers have significantly altered the current meta, adjusted hero balances, and introduced numerous new items. It is highly likely that esports players will be using this patch at The International 2024.
These changes were published on the official Dota 2 website.
The gameplay has undergone substantial changes following this major update, addressing many issues reported by users and offering new and exciting opportunities for build crafting.

Chain Lightning: Mana cost increased from 50 to 60

Health: Bonus health reduced from 350 to 300
Eternal Chains: Damage reduced from 180 to 165

Holy Blessing: Healing amplification reduced from 30% to 25%

Slugger: No longer requires upgrading Enchant Totem to activate

Sleight of Fist: Mana cost reworked from 65 to 60/65/70/75
Flame Guard: Damage per second reduced from 20/30/40/50 to 15/25/35/45

Enchant: Experience gained on use reduced from 50% to 35%

Acorn Shot: Slow duration reduced from 0.35 to 0.3 seconds

Death Charge: Mana restore range increased from 1200 to 1500

Fire Shield: Multicasts now prioritize Ogre Magi, then heroes, then buildings, and finally creeps, skipping units already buffed

Purification: Additional Purification effectiveness from Aghanim's Shard reduced from 75% to 65%
Repel: Duration reduced from 6 to 5 seconds
Hammer of Purity: Damage reduced from 55/70/85/100 to 40/60/80/100

Phantom Rush: Agility bonus now applies during the dash and for 1.5 seconds after it ends

It’s worth noting that Valve previously overhauled the Dota Plus system in response to widespread player complaints.
