There is no Official Confirmation from Valve Yet

There has been plenty of theories as well as leaks but Valve has not come out and announced the official voice cast for Deadlock. But, people say that there may even be a complete story mode present inside the game which would make the game appear to be ‘fully voiced’ even in its cutscenes, meaning the voice cast people are even more significant for the way the game is viewed.
