Cameron_dev - the representative from Valve said on Reddit that Arcana on Windranger and Immortal Treasure 3 will soon appear in the game:
We are hopeful that Windranger Arcana and Immortal 3 treasure will be coming within the next couple weeks or so, with Windranger coming out first.
Arcana on Windranger will be available for Battle Pass owners with 575 level and above.
In addition, Cameron_dev said that due to the coronavirus, players most likely may not wait for the Trove Carafe chest to be released this year. Treasures of the Trove Carafe series have been released since 2014 and are timed to coincide with The International, which contains Immortal items, where owners can add autographs of the hosts, commentators, analysts and translators who worked at the tournament.
The current pandemic situation has had an impact on our development capacity, so it is unlikely there will be a Trove treasure this year.
